The Institute

ILPP is a Moscow-based independent non-profit non-governmental organization, one of the leading Russian think tanks that conducts research, educational activities and publishing in the sphere of constitutional and political processes since 1993.

In 2007 the Institute received a prestigious second annual MacArthur Award for Creative and Effective Institutions.
Since 2009 the Institute is a member of the International Association of Constitutional Law (IACL).

Objectives

  • to perform and support scientific and research activities in the field of constitutional and comparative constitutional law;
  • to develop legal culture and respect for law and liberal-democratic  values in Russia;
  • to facilitate Russia's integration into the international legal community;
  • to promote international and inter-regional legal policy dialogues;
  • to form new generation of specialists in the fields of law and public policy;
  • to initiate the broader use of new information technologies  in political and legal processes.

Project Activities

More than 100 different national and international projects have been successfully implemented by the Institute since its foundation.

The main forms of the Institute's activities are:

  • Organizing and conducting international conferences, forums, seminars, workshops and round tables;
  • Publishing and distributing monographs, essays, textbooks and compilations of reports and presentations;
  • Monitoring of legislation and law enforcement practice;
  • Developing and implementing new educational programs and methods of teaching and studying law and politics in cooperation with schools and universities;
  • Developing, promoting and managing projects that suggest advisory and technical assistance to the reforms in Russia and the CIS countries;
  • Organizing and conducting training programs and summer schools  for judges and courts' staff, civil and municipal servants, lawyers, human rights defenders, lecturers and teachers of higher and secondary educational institutions, young scholars etc.;
  • Rendering analytical, information and reference materials on different subjects related to law and politics;
  • Creating a database on Russian and foreign specialists in the sphere of law and public policy;
  • Forming a legal library and archive of the Institute.

Publishing Activities

Since 1993 the Institute is a Russian founder, publisher and distributor of the Comparative Constitutional Review Journal / Sravnitelnoe Konstitutsionnoe Obozrenie (until 2004 - East European Constitutional Review / Konstitutsionnoe Pravo: Vostochnoevropeyskoe Obozrenie).

Since 2011 the Institute is a founder of the International Justice Journal / Mezhdunarodnoe Pravosudie.
