Project "Strengthening Access to Justice for the Poor in the Russian Federation" (2008-2012)
funded by the International Bank for Reconstruction and Development as an administrator of the Grant provided by the Government of Japan through the Japan Social Development Fund (JSDF).

Pursuant to the Grant Agreement No. TF090655 dated August 4, 2008, between the Institute of Law and Public Policy (the "Institute") and the International Bank for Reconstruction and Development ("IBRR"), IBRR, acting as an administrator of the special-purpose grant provided by the Government of Japan through Japan Social Development Fund, provided a special-purpose grant to the Institute, for the benefit of the Russian Federation, for the implementation of a project intended to help poor and vulnerable social groups in the Russian Federation gain easier access to the justice system.

In the context of implementation of the Project "Strengthening Access to Justice for the Poor in the Russian Federation" (the "Project") which is intended to make the judicial system more easily accessible and raise the awareness about the needs of the poorest and most disadvantaged social groups in the Participating Regions, grants are provided to "Perm Regional Human Rights Center," a non-governmental organization, and "Citizens' Watch," St. Petersburg-based non-governmental human rights organization, for competitive procurement in the context of the Contracts for the delivery of goods and provision of advisory services.

Contracts for the delivery of goods and provision of technical services will facilitate the implementation of the respective Project tasks.

Goods and technical services will be procured according to the rules and procedures of the International Bank for Reconstruction and Development (IBRR/World Bank – hereinafter, the "Bank") as specified in Section I of the Bank's Guidelines, "Procurement under IBRD Loans and IDA Credits", published in May 2004.

Contracts with advisory forms and individual consultants will help promore the tasks of the principal Project components, specifically:

  • Strengthening access to justice for the most poor and vulnerable;
  • Improving courts’ treatment of poor litigants in the civil process;
  • Building local capacity for the rehabilitation of juvenile offenders.

Advisory services will be selected according to the rules and procedures of the Bank specified in sections I and IV of the Bank's Guidelines, "Selection and Employment of Consultants by World Bank Borrowers," published in May 2004.
