The principle objective of the Center is to further the development of the legal reform in Russia through generating positive law enforcement practice in the field of protection of collective rights and corporate interests, as well as by raising the level of public legal awareness.
With the aim of analysis of civil rights enforcement mechanisms, the Center initiates legal proceedings which reflect the specific features of various social areas, those of applied nature, and which are connected with the problems having the highest priority for the Russian legal reform.
Combination of scientific and theoretical knowledge with specific outcomes of cases considered at various jurisdictions of different levels enables to consider the Center as a unique organization aimed at supporting sustainable development and perfection of the Russian legal system.
Types of activities of the Center
The Center for Constitutional and Legal Protection:
- represents claimants, dependants and third parties in disputes and litigation in various courts, arbitration tribunals and other bodies authorized to settle disputes and disagreements;
- develops methods and means to protect public interests;
- helps professional and academic lawyers, as well as the community at large to develop an awareness of the judicial system as an important element of the modern society by holding and attending conferences, workshops, «round tables» and other scientific and educational events;
- gives particular attention to legal problems emerging in the Russian developing market economy;
- draws attention of the general community to weakness in the legal system and methods of improving it;
- performs publishing activity to inform the public about the Center's activities.
Council of Experts
The Council of Experts, a collective managing body that selects cases and coordinates particular litigations, was formed in January 2004. The Council consists of leading specialists and scientists in the field of constitutional law, public administration, international and European judicial proceedings, comparative science of law.
Council of Experts sets priority directions of the Center’s activities and information policy, and is responsible for the general administration of the Center’s scientific, educational and publishing activities.
The Council performs its activities in a form of regular assemblies and absent exchange of opinions.
Monitoring Group
Monitoring Group performs an independent external supervision over the Center’s activity, annual estimation of the Center’s activity, sums up the experience gained and promotes its spreading.
Monitoring Group consists of three independent experts and the Center’s Executive Director who is an ex-officio member.
